Neo Contra , however, is a top-down, psychedelic, sci-fi fever dream that throws out almost every rule its predecessor established. It is the black sheep that refuses to apologize. The story picks up in a distant, cyberpunk future. The Earth is a penal colony. Bill Rizer—the original Contra hero—is now a convicted war criminal sentenced to a cryogenic prison.
